SUMMARY

The Market Analyst plays a key role in providing expertise and administrative support to Pelican’s Direct Government Sales and Business Development Group.  The incumbent uses access to government bidding systems to research opportunities for Pelican to continue existing business with the government and/or identify new opportunities to continue the growth of this critical business.  Business opportunities include both direct sales to the government and opportunities to support other businesses as a subcontractor.  The incumbent also implements and drives the necessary administrative programs and activities in support of the Company’s government sales strategy and policy. 

PRIMARY DUTIES AND RESPONSIBILITIES

  • Works cross functionally to implement and develop internal procedures for BidBoards, Department of Defense FedBizOps and other Bid announcements to determine acquisition plan.   
  • Exploits data on open source and contracted research websites to implement quoting/proposal procedures to support the business development strategy.  
  • Works with the leaders and managers to identify and evaluate contract vehicle opportunities including roles as subcontractor and teaming partner.  This includes cross functional monitoring of products, pricing, scope and T&C revisions and all necessary unilateral and bilateral contract modifications. 
  • Participates in Red Folder reviews with a focus on solicitation/RFP/RFQ requirements including qualification testing, unique packaging and marking, etc.  Works with Order Fulfillment and Government Contracts Specialist to convey solicitation requirements at the time of contract award. 
  • Partners with leaders and colleagues to evaluate program opportunities. Identifies the proper points of contact in order to generate leads. Enters leads into SFDC. Leads must be able to be tracked in SFDC (Salesforce). 
  • Supports efforts to obtain a Professional Engineering Schedule (PES) as directed. 
  • Assists the Small Business Liaison Officer (SBLO) and works with Purchasing to support the Company’s Small Business Subcontracting Program (SBSP).  Works with the order fulfillment contracts administrator to execute the outreach elements of the program. 
  • Establishes, maintains and analyzes the Company’s required registrations, representations and certifications, and past performance databases required for contracting operations (CCR, eSRS, CPARS, PPIRS, etc.). 
  • Works on special projects as needed. 
  • Creates and updates custom reports and presentations such as, but not limited to, SBLO, bookings, sales, Booking/sales activity by region/industry, forecasting, win/loss and why ratio, Major Programs, reports using Query Builders, BI and various Microsoft applications. 
  • Partners with various departments that may or may not include sales, customer service, engineering, QA and shipping. 
  • Follows company policies and practices as outlined in the Employee Handbook and/or applicable employment agreement. Follows safety guidelines and procedures in accordance to the job. 
  • Performs additional duties as assigned. 

JOB REQUIREMENTS

  • Associates Degree in Business or related field preferred, or 2+ years’ experience in a fast-paced office or sales environment. 
  • Inside Sales Experience and Pre-qualification of prospective business opportunities required.
  • Experience interacting and working with government and customer staff including contracting officers and specialists, subcontract administrators, program managers, buyers and auditors. 
  • Knowledge of and the ability to apply the Federal Acquisition Regulation (FAR) and the ability to review, respond to and win bids via the Bid Boards and FedBizOps. 
  • Must have a general understanding of government contracts such as direct manufacturing contracts, GSA, ECAT, Fed Mall, etc.  
  • Excellent written, verbal and presentation skills. 
  • Detail-oriented and strong customer service, organizational and follow-up skills. 
  • Proficient with Microsoft Office applications including Word and Excel. 
  • Proven experience with Salesforce.com or similar. 
  • Ability to read and understand Technical Product Documents, Specification Documents, and CAD drawings. 
  • Able and willing to travel occasionally on an as-needed basis. 
  • Work effectively in a fast-paced organization and able to manage multiple projects simultaneously.

  • Must be flexible regarding working hours. Must be able to work evenings and weekends, with or without advanced notice. 
  • Must be able to operate in a fast-paced environment and handle multiple projects simultaneously. 

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

  • While performing the duties of this job, the employee will be frequently required to execute standard physical activities within the facility areas (i.e. stand, walk, sit, use hands/fingers).  
  • While performing the duties of this job, the employee will be occasionally required to execute non-standard physical activities within the facility areas (i.e. climb or balance, stoop, kneel, crouch).  
  • Ability to lift and/or move up to 10 pounds and occasionally lift and/or move up to 20 pounds.  
  • This position requires repetitive hand/wrist activities.  

 

The approximate base compensation range is shown below. The actual offer may vary based on skills, experience and location.
